By necessity, most kids' baseball leagues have to be run like benevolent oligarchies. A small group of very experienced volunteers sets the rules, and there is little room for appeals. This is necessary to keep the League from falling into discord and bickering. There are plenty of kids that want to play baseball, but never enough adult volunteers to be coaches or managers.
